Are your window sashes mounted with closed shoes or open shoes?
Double hung windows have pivot bars on the sash which fit into shoes in the frame. Some windows have closed shoes, and some have open shoes.
Closed shoe
Open shoe
For windows with open shoes:
Use screwdriver to make sure shoe openings are pointed up.
Set pivot bars into shoes.
Gently rock sash several times to make sure pivot bars are seated securely into shoes, then tilt sash to upright and close.
For windows with closed shoes:
Use screwdriver to pull shoes down, turning C-shaped openings to vertical, facing you.
Set one shoe opening slightly lower than the other.
Insert pivot bar into one shoe, then bring sash to level while inserting pivot bar into other shoe; tilt sash to upright and close.
